CHANGE CELL COLOUR WHEN CELL NOT DOUBLE CLICKED

good morning everyone, I'm hoping that you will be able to assist me

Within my spreadsheet i have a column titled expected delivery date (starting in cell b5), in another column i have a vba code which allows me to double click that cell (starting in J5) and the entire row will disappear, what i would like to happen is that if I haven't double clicked on a cell by the expected delivery date the entire row will change colour. is it also possible that if it hasn't been double clicked within a further 7 days the row will then change to a different colour.

I think that Conditional Formatting would do that, write a formula that if the date in B is less than TODAY() then format a different color.
