Chart Challenge!

I am trying to get a chart to display pivoted peer values within a single column. I want the column to represent the spectrum of percentages, with a highlighted section for values over a certain threshold level. I'd also like to include a percentile rank, if this is possible. Is there any way to do this? Thanks for your help.
