Circular Reference Error

Hey guys was hoping you could help me out.

I am getting a circular reference error on this formula and cannot pin-point it.

=IF(G19="BASIC","YES",IF(I19="ATTRIBUTE",IF(COUNTIF('SUBMISSION SHEET'!B11:B135,"ACCEPT")=$J19,"YES","NO"),IF(AND('SUBMISSION SHEET'!B138<'SUBMISSION SHEET'!B136,'SUBMISSION SHEET'!B139>'SUBMISSION SHEET'!B137),"YES","NO")))

I have added the ,"NO" where I thought I needed to close the argument below but it errors as "Too Many Arguments"

=IF(G19="BASIC","YES",IF(I19="ATTRIBUTE",IF(COUNTIF('SUBMISSION SHEET'!B11:B135,"ACCEPT")=$J19,"YES","NO"),IF(AND('SUBMISSION SHEET'!B138<'SUBMISSION SHEET'!B136,'SUBMISSION SHEET'!B139>'SUBMISSION SHEET'!B137),"YES","NO"),"NO"))

Any help would be much appreciated!
