Column Width, text can "bleed" into cells to right yet when number exceeds width it only shows #

I've tried playing with all the formatting, and none of it seems to affect this.
My source file has all columns that are 15 pixels wide, meaning only a single character can fit.

If I put in TEXT, it will show the text properly that spans several columns (if there is nothing in those cells to the right).

However, if it's any number larger than 2 digits, it will show only # because of column width. I am not allowed to change column width.

Is there any way for it to remain a number (for calculation) and "bleed" into the columns to the right?

Or is this a "feature" for Excel--text displays properly but numbers and dates don't based on column width?

Hi the best solution for your this problem could be to change the properties of such cell to be "Shrink to Fit". You will find this option in Format Cells ->Alignment -> Shrink to Fit. This you will find below "Wrap Text" check box.
