comments in VBA and the apostrophe

I'm sure this is basic, but I can't figure it out. I need to put the following line in some VBA code, but the single apostrophes in the INDIRECT formula are making VBA think that the subsequent characters are commentary. Help?

Book.Sheets("Summary").Cells(1, 2).Formula = "=Indirect(" ' "&A1&" '!$B$1")"
