If the value from column 1 , like cell 1 = cell 2 = cell 3 =cell 4, then copy the adjacent row and make their average and publish following, for instance for row 1 ,row 2, row 3 ,row 4, has same value in column A, so i need the excel rules it can able to publish

Welcome to the forum.

Easiest way is with a Pivot Table. First put headings on your columns. I used Account, Val1, Val2, Val3, Val3, but you should use something more descriptive. Now select your table including the headings, and from the Insert tab, click Pivot Table. Just click OK on the dialog box that opens.

It will now create a new sheet with a PivotTable Fields box on the right. Drag the Account heading to the Rows box. Drag Val1-Val4 to the Values box. Now click on each of the Val1 headings in the Values box, select Value Field Settings, and choose Average.

There you go.
