condition formatting on 2 pages in 1 workbook

On which tab and how do I set the condition formatting so the linked cell will report the results of less than "RED" or greater than "GREEN" on a Summary Report in the same workbook in Excel.

I've tried both pages and it won't work.

Hopefully, this isn't too confusing, I am not able to upload the file - or don't know how here.

This is the first tab "Summary" of the excel workbook...

Trying to figure out the conditioning format for this…raw data to populate Summary tab with Red and Green.

Monthly Reported
Cat 5 I want the condition formatting on the Raw Data tab to come to the Summary tab.
Dog 4
Bird 8

Monthly Reported Target Criteria: if greater than or equal to TARGET then GREEN - if less than target then RED
Cat 5 7
Dog 4 5
Bird 8 4

I want the colors to follow from the raw tab to the summary tab (RED or Green). I someone able to help?
