Conditional Cell Validation

Currently using a Validation List for inputting data into a cell. How do I make this conditional, meaning IF cell A1 "='Defined" then cell B1 would be validation list "=Vlist", otherwise if A1 "='User-Defined", then cell B1 would allow a value manually entered other than what is in Vlist.

How to total the visible cells?
From the first blank cell below a filtered data set, press Alt+=. Instead of SUM, you will get SUBTOTAL(9,)
You can use formulas in the Validation List "Source" Box..

=IF(A1="Defined",Vlist,User-Defined)
