Default value is a 'No' - however after a date is populated to Column A, Column B can then be made a 'Yes'. Can't be an 'if' statement as it's not necessarily 'Done' straight away. Formula rule on Data validation maybe?

If you want a " No " there when there is nothing there, but you don't want a " Yes " right away, What do you want in the Cell all the time then...?
A formula in Data Validation will be just like the IF statement...
