Conditional format based on Cell header being between timeframes

Hi,

Been a while since I've been stumped, and I'm sure its easier than I'm making it out to be

I want to highlight the cells C2:H5 based on if the row header is within the time range A:B relative to the row of coarse

Any help would be great, i know i ts a conditional formation by formula but i cant get the formula at all.

Excel Facts

Add Bullets to Range
Select range. Press Ctrl+1. On Number tab, choose Custom. Type Alt+7 then space then @ sign (using 7 on numeric keypad)
I want to highlight the cells C2:H5 based on if the row header is within the time range A:B relative to the row of coarse
Select entire range C2:H5 and use following formula to Consultation Fees -

Excel Formula:
=And(C$1>=$A2,C$1<=$B2)

Must note: Time should be formatted as time only and nothing else.
