Conditional Format (color and icon) based on values in two cells...

I'm familiar with CF but can't seem to apply two rules to the same cell in order to get an output that is formatted to be both a certain color and have an up/down arrow icon. The formatted cell (A1) should 1) be color coded (3 colors) based on a value range referencing B1 and 2) show up/down arrows referencing another calculation (C1).

Can I do this without code?
