I currently have a conditional format of =E2:E25=TODAY(), which highlights the cell when the date arrives and disappears when it’s not that date anymore. is there anyway I can keep the cell highlighted once it has passed the date that made the cell highlight?

Waterfall charts in Excel?
Office 365 customers have access to Waterfall charts since late 2016. They were added to Excel 2019.
How about:
Rich (BB code):
=E2:E25<=TODAY()
