Conditional Formatting between numbers

Excel 2003, What I need is A1 red if less than 15, yellow if less than 31, and green if less than 61. I tried several different ways. Of course th red is no problem but yellow, can you use > than this but < less than that? or use AND? I wrote it as 1st condition <14, add second condition <31, add third condition < 61 but it doesn't work correctly. I am not sure I understand how excel looks at the conditions. The number 3 meets all three conditions where as the number 28 only meets two. Excel has to then choose which condition to satisfy, so I am writing it wrong. I am guessing that I have to write so that excel has no choice that a single number will only satisfy one condition and so excel will then know which condition to meet? There are several ways to do this.

Probably the best way is to do red as the first condition, then yellow as the second, then green as the last.

For red, just use
< 15

For yellow, just use
< 31
and as long as red is the first condition and yellow is the second, it will make 14 red and 16 yellow.

Thanks I see that I was doing two things I had the whole range highlighted that I wanted instead of doing one cell and then copying to a range; and I have them out of order red, yellow, green, it works fine.
