Hello,
When I create a new rule in cell J16 that says if cell h16 is greater than 0 then apply border around cell j16. The formula in j16 keeps changing to a range?

Fastest way to copy a worksheet?
Hold down the Ctrl key while dragging tab for Sheet1 to the right. Excel will make a copy of the worksheet.
How exactly are you entering the Conditional Formatting Rule?

You should first select cell J16.
Then go to Conditional Formatting, and select the last option:

and enter a formula like:

=H16>0
and then click the Format button and choose your desired formatting.
