Conditional formatting question

I am having an issue with conditional formatting in Excel 2010. I am attempting to apply formatting for a "greater than" scenario. I am comparing two cells that are summations of other cells on the sheet. The formatting works for all cases unless the two values are equal. It is still applying the formatting for "greater than" even when the cells are equal. It is not a rounding issue. If I type in the same number in both cells the formatting works as intended. What am I missing?
 

Excel Facts

What do {} around a formula in the formula bar mean?
{Formula} means the formula was entered using Ctrl+Shift+Enter signifying an old-style array formula.
Please ignore previous post. I discovered values out in the fourth decimal place causing the problem.
