Consultant needed - web query-workbook event help

Hi

Here's what I'm trying to achieve:

Have a workbook that I'd like to have locked down and use a web query tied to perhaps a workbook open event and store a temp file on the users computer to indicate when it was last opened and tie into it, by the calendar date, of lets say, 30 days to allow them access to the file or ask them to get a keycode to validate or invalidate the user and give them a pop up message.

Assuming it would be in the vba, but I'm not sure.

Anyone want to assist with this?
