Using your posted example...
Here's one approach:

count of numeric values beginning with 7

A14: =SUMPRODUCT(((SEARCH("7",A1:A10&"7")=1)*ISNUMBER(A1:A10)))

count of text values beginning with 7

A15: =COUNTIF(A1:A10,"7*")

For your data, those formulas return: 3 and 1, respectively.
