I need to count how many "1" has appeared in column E When column D is between 01-07 using offset, index, match. It doesn't have to be all of it, but the combination of it.

How can you turn a range sideways?
Copy the range. Select a blank cell. Right-click, Paste Special, then choose Transpose.
Welcome to Mr. Excel.

What about:
Code:
=SUMPRODUCT((D:D>=1)*(D:D<=7)*(E:E=1))
