Creating a customizable Style Sheet?

This is going to sound a little strange, but I am trying to find a way to change the color of a number of cells in a sheet based on the results of a cell. This would be easy enough with conditional formatting, but I would also like the color it changes to be optional. So that it changes to the color that is placed in another cell.

I am starting to confuse myself with this so I will try to simplify it a bit.

I have a sheet that will be used by a few different departments and would like to be able to allow them to pick there own color scheme for the sheet. I figure I could add a small section off to the side that they can use as set up area. By changing the items in that area it would affect the whole document. Kind of like a style sheet.

What I have in mind is a small area that lists each of the types in the document. Such as the following

Heading1
Heading2
Section1
Section1a
Section2
Section2a

So the user can change the Font, Text Size, Text Color, Bold, Italic, and Background color in those cells. Once change is done it will affect those areas on the document.

I know this is not an easy task and hope for any help I can find.
