custom number format for a specific range

I am trying to format a number to the third decimal if it is in the range of 0 < x < 1.

If it is not in this range, I would like it to be formatted as a decimal. So far, I've tried to create a custom number format in the Custom category on the Number tab in the Format > Format Cells dialog box, but to no avail. Does anyone have any suggestions.
