Delaying Real time Stock quotes by "x" amount

Greetings: I'm trying to DELAY updates on fluctuating real time Stock Futures quotes. In other words, when there is a New High or Low, that Change is delayed by a "x" amount of time where "x" can be changed when needed. I have no clue where to start. I would delay the data for only 1-3 seconds.
