Different Drop Downs based on if-then

I am trying to help someone else and this one is beyond me. The setup is that the user can select a category in one cell (drop down) and based on their selection I would like to be able to have the result in different drop down options.

Let's say that in cell B1 you select a state (from a drop down list). Depending on the state you selected in B2 the drop down choices would then be locations in the state. These options would be contained in a different worksheet.

I tried creating the drop down on the other sheet but it simply returned the value that happened to be in that drop down.

Any thoughts?

Let's say there are a different number of options. The choices are on Sheet2 in Column 3. So choices for New York are in A3, B3, C3 then choices for Florida are in D3, E3, F3, G3, etc.
