Difficult Timer question

I'm stuck on a timer issue. I need a timer that is automatically activated upon opening excel (not clicking a button to activate it) I have multiple sheets so far and I need a timer to automatically add the value from sheet1 C14 to cell E14 in the same sheet every 3 seconds. C14 starts at 0 but can be increased by 1 infinant amount of times (which I know how to do that little part).E14 should not exceed 60 before a button would need to be used to "collect" the value in E14. I need to reset the value in E14 with that "collect" button to 0 but continue to increase after collecting. Then, with that "collect" button it takes the value in E14 and adds it to H1 in Sheet1 and Sheet2. Phew.....

Start at A1 and select to A9999 while writing a formula, you can't see A1 anymore. Press Ctrl+Backspace to bring active cell into view.
