DRAG and FILL will not increment if copied from another workbook

Working in EXCEL 2013, I can copy a cell from another workbook, but I cannot drag the formula and have it increment so that it copies the next cell from that workbook. It just copies the formula from the original cell. The Drag and Fill works if I am copying from cells within the same worksheet. And I have tried copying 2 consecutive cells and dragging them, but that just copies those 2 cells.

I tried FILE>OPTIONS>ADVANCED>Enable fill handle ... (It was already checked) and holding down CTRL while dragging and right click dragging. Nothing works.

Can you post the copied formula just as it appears in the formula bar before you try to drag it? Do you want to drag it down or across?

Sorry for the false alarm. The cells had $ in them. It seems to be working OK now.
