Draggable Hyperlink Formula with Index

I would like the formula, =HYPERLINK("#INDEX('Dec17'!$1:$1,(ROW(C2)-1)*8+36)",INDEX('Dec17'!$2:$2,(ROW(B2)-1)*8+38)), to work with the fill handle. When I drag it down the name updates, but the link remains the same. I need the C2 to change to C3, C4, etc...

Any workarounds? Thanks!

I am not familiar with the #INDEX notation, or why the first part of your hyperlink formula is in quotes instead of the second, but this formula should enable dragging the formula and having the C2 reference change:
