Drop down menu's - Picklists?

Can these be created in excel?

I would like to be able to pick names from either a drop-down or picklist and then run formula to give me related values.

Sure. The easiest method is with Data Validation.

Type a list somewhere (it can be on a hidden sheet), then highlight it and goto Insert-->Name-->Define and name it.

Then goto the cell where you want the drop-down and goto Data-->Validation-->Allow-->List-->Source-->"=ListName" (no quotes).
