You mention 'sparklines' so I guess that you are referring to a purchased Excel add-in? The Sparklines feature was introduced at Excel 2010.
For bullet graphs I suggest that you have a look at Charley Kyd's site (www.exceluser.com). Charley has produced some really good Dashboards and add-ins, but you will have to pay for them (for me it was good value).

If I was going to use add-ins at work, I would either check the code being used in the add-in or buy from a reputable/recommended company.
I have used MicroCharts (http://www.bonavistasystems.com/) with earlier versions of Excel (I am now using Excel 2010).
