Excel SUMIF or SUMIFS Formula Help

Hello, I have a huge spreadsheet that I am trying to do a summary on. I thought using a SUMIFS formula would work but I just can't seem to get the correct formula, I keep getting ERROR messages. Any help would be greatly appreciated. Please see structure below.

Excel Facts

Is there a shortcut key for strikethrough?
Ctrl+S is used for Save. Ctrl+5 is used for Strikethrough. Why Ctrl+5? When you use hashmarks to count |||| is 4, strike through to mean 5.
