Filtering and sorting

Hello

I have this table:

ABCD
13
4573

I want to filter the table based on row 2 being non zero, then sort the array by row 3 (max to min) and then for each A, B, C, D, create the text "C has 3, A has 1" which is basically combining the values of row 1 and 2 into some text and consolidating them together after they have been sorted based on row 3.

Any idea?

Is there a shortcut key for strikethrough?
Ctrl+S is used for Save. Ctrl+5 is used for Strikethrough. Why Ctrl+5? When you use hashmarks to count |||| is 4, strike through to mean 5.
Just to make an edit: I would like to sort not only by row 3, but by row 3 divided by row 2.
