Find largest value in a column

Been wrecking my brain for the past few days on this and have realized I am well outside my skill set. I am trying to write a formula that will identify a tie score and find a winner based on another value.

Example: Column "A" is a list on player names, Column "R" are the scores. If there is a tie score the winner is based on how close they can guess a number (which will be located in cell A33). The players guesses will be in Column R.

So if Player 1 (Cell A7) and Player 13 (Cell A19) both have a score of 19, the one that guesses closest to the lucky number (Cell A33) wins. And is identified in cell H35.

Firstly, how do you know if a player(s) is a winner?

Secondly, you wrote column R holds their scores, then later on column R holds their guesses. That doesnt make sense. Presumably their guesses are in another column?

It is a football pool each correct win a player get they will get i point the scores are calculated in Column "R".

There guesses are listed in Column "S"
