Formatting Cells

I want to change the format of some cells to read 3 number characters (i.e. 000), I go to "cell format" and change the format to "custom" and create a 000 format. When I select format cells again, the formatting has changed back to "Special (Chinese Taiwan)" (don't ask me why, I didn't create the file). Is there a way to fix this? I have tried clearing the fomatting and it does not work...Help Please Thx.
