Formula to Count Revenue

I want to write a formula that will count a new customer if there is activity in current quarter and no activity in the 12 quarters before. I only want the person to be counted as a new customer though if the current transaction is >1000.


I have this formula


=IF(AND(U7>0,SUM(I7:T7)<=0),1,0)

How would I edit it so that it will only count it as a new customer if the transaction in current quarter is >1000 and there is no activity in 12 quarters?

Does that formula not work for you? If it doesn't, in which way?
