Golf Handicap Strokes per Hole Calculation

I have been playing golf for years, but previously have never kept records so I could review my progress to get better. So I created this Excel file

to help me do so. I was wondering if you were up to the challenge of figuring out a problem i have. I am trying to have the scorecard totally automatic. It is pretty raw, but I would like when the Handycap hole assignments to be automatically assigned. So If Carl's hncp is 20 and Frank's is 9. Carl gets 11 strokes. One stroke on all nine holes, plus another 1 on the holes with the two lowest handcaps. Currently cells C22 through K22 are manually entered, but I would like for Excel to assign these values automatically.

I think I would use the MIN function, but I don't have a clue. Any help would be appreciated.

Copy formula down without changing references
If you have =SUM(F2:F49) in F50; type Alt+' in F51 to copy =SUM(F2:F49) to F51, leaving the formula in edit mode. Change SUM to COUNT.
