Help needed with "Name Manager"

I am attempting to create a graph that only uses certain values in a table. What I was hoping to do is use Name Manager to select those specific values.
For example: Response data is in column Z. There are multiple conditions in several other columns that make the data unique from one another. Column A is the fill line ("Line 1"/"Line 2"), Column B indicates if the data is valid ("Y"/"N") and Column C is the date (would be nice to define the date range).

Is it possible to use name manager to define data in column Z and set conditions from column A,B and C that specifies which data to use?

How to find 2nd largest value in a column?
MAX finds the largest value. =LARGE(A:A,2) will find the second largest. =SMALL(A:A,3) will find the third smallest
