Help with advanced lookup

I am helping our company do the following:

Given a persons age they fall into a certain current health plan. Using their current pricing I would like to automat a form that does the following - compares their existing price to a number of prices over several plans and finds the one closest to their own. However I need to make sure that it will hone only to their age demographic instead of simply finding that price closest to theirs which may be in another demographic. If possible, I would like to set this up to find the price below theirs - if not to move to closest above.

Ed, your question is expressed in too broad a matter for anyone to be able to give you a good answer. Please present an example of your worksheet, then, state what you want by showing the final results wanted, along with your rules for obtaining those results. Do present the orderly arrangement you want, and not let it up to one of us to do this for you, as there can be any number of possible arrangements, only one of which will fit your needs.
