Help with Excel

What is the best way using excel or other format. I have report with multiple locations about 250. When we onboard a new person. I have to add the person to each location. How can I create a formula that would allow me to enter once and it can add to all locations. Thank you

How the locations are shown in excel sheet? Where you put the name of person in excel ? We can use VBA to add but need to understand how data displayed in excel.

File has columns with the following fields Name of location, address number, address name, city, state, zip code and a cost center to charge.
