How do you create a chart from a table like this

Into one that is based on this?

I have a few other attribute that I need to incorporate, like MOT (mode of transportation), period etc.

When did Power Query debut in Excel?
Although it was an add-in in Excel 2010 & Excel 2013, Power Query became a part of Excel in 2016, in Data, Get & Transform Data.
I would reshape the data in power query. Append both country columns into a single column and add a direction column. So you would end up with this.

country, direction, amount

then load to power pivot or power bi and pivot the data (Pivot table for Excel or Matrix for power bi
