Help with NHL / NBA style draft lottery?

Anyone else into fantasy sports? This year for our fantasy football draft, I'm attempting to use similar methodology to the NHL and NBA drafts. I posted about it on Reddit just trying to get the general methodology understood, but now I need to figure out the "how-to" portion.


Can anyone give me some ideas about how I can complete the following?
  • Randomly assign numbers 1 through 1000 to 10 different teams using weighting.
  • For the purpose of this scenario, let's say the weightings are as follows:

  • Remove one of the teams, recalculate the weightings, the redistribute the numbers using the updated weightings.
  • Repeat the last step until all spots are selected.
