Help with this formula

I need to keep a running tab of times that fall according to certain time parameters. There are 3 columns that have <=60, 61-120, and >120. I have formulas successfully plugged into column A and column C. The significant hitch is that I am forced to use Office 2003 at work. I know countifs would work if I could utilize 2007. But alas, I can't. Strict controls by IT.

My question is, can a formula be created for column B that if the values of columns A and C are "0", to put a "1" in column B. This would solve my dilemma.
