I have a pivot table that is showing two values. However, some rows have zero for both values, some rows have both values, and some rows just have one of the values. If I use a filter for one of the value columns is hides the row irrespective of a value in the other column. I need some way to have multiple value filters that don't hide the entire row of one of the columns has a value.

Hi,

Right click on the pivot table and select Pivot table options. Go to the display tab (3rd one over) and toward the middle there are some choices including "show items with no data in rows" and "show items with no data on columns". Try unchecking the rows one and see if that fixes it.
