Highlight a cell in a range by adding the values of two other cells together

I have a static value in cell F2 and ascending values in Column B that will change based on what week of the year we are currently in.
I am trying to automate populating the highlighted cell in Column E based on adding cell F2 and cell B4 together.
In this example, cell E27 would be highlighted based on adding 23 to 14 to get 37, which is cell B27
Is it possible to automate this?

Select E4 down to the end of the data & in conditional formatting, new rule, use a formula & use
Excel Formula:
=$B4=SUM($B4,$F$2)

In that case can you post a sample of the data including the conditional formatting.
MrExcel has a tool called “XL2BB” that lets you post samples of your data that will allow us to copy/paste it to our Excel spreadsheets, so we can work with the same copy of data that you are. Instructions on using this tool can be found here: XL2BB Add-in

Note that there is also a "Test Here” forum on this board. This is a place where you can test using this tool (or any other posting techniques that you want to test) before trying to use those tools in your actual posts.

Try

Excel Formula:
=$B4=SUM(ISOWEEKNUM(TODAY()),$F$2)
in the Condition Formatting as @Fluff suggested. This will work for Excel 2013 onwards
