When did Power Query debut in Excel?
Although it was an add-in in Excel 2010 & Excel 2013, Power Query became a part of Excel in 2016, in Data, Get & Transform Data.
Excel's MOD function is defined as: MOD(n, d) = n - d*INT(n/d)

When d is negative, the sign of the answer is the same as the sign of the divisor.

In mod(4,-13): 4-(-13)*INT(4/-13) which is 4-(-13)*(-1) which is 4-13 which is -9.

As it says in Help,

=MOD(n,d) returns =n-d*INT(n/d)
