I need a Value to Populate to an Object or Icon in the cell.

Hello,

I have taken over a form/ score-card on an Excel template. The previous owner has a formula/cell format I can't figure out.

The cells can have a value entered of 1,2 or 3 and the cell will auto populate to a red, yellow or green circle. (traffic light) I tried clicking "Show formula" but it just splits the cell to show a 1 and the icon associated and so on.
I tried clicking "recently used" formulas and it yielded- SUM, AVERAGE, IF, HYPERLINK, COUNT, MAX, SIN, SUMIF,PMT and STDEV. I feel like it might be a SUMIF formula.

I TRIED CLICKING "Evaluate Formula" which gave me =$D$155, when I try to replicate that in a free cell I get a value of 0 and can't figure out ;
1. how to make it return a value of 1,2,3 and... 2. Turn it into an icon once the value IS entered.

Can you provide any instructions, aids, or help in this matter? It's probably childsplay to you, but I'm extremely stunted at work with this task.
