IF statement over multiple checkboxes

I have 4 check boxes in a row, and they are linked to the cell immediately to their right, with M31, O31, Q31and S31 showing TRUE or FALSE.

I am trying to insert a formula that will show "Complete" when all of the check boxes are ticked.

I have managed to insert a formula which shows "Complete" when any of them are ticked, but am yet to find a formula that only shows "Complete" when all are ticked.

Any help would be much appreciated.
