Infer new rows of related columns from existing rows

I have an Excel table at https://basilwhite.com/ivn/IntegratedValueModelAllAgencies.xlsx that maps relationships between business requirements to show how they enable and depend on each other to progress toward their end states. I need a formula to get Excel to generate rows of new relationships.

Column A is an Enabling Source. Column B is the Enabling Component (some independently deliverable requirement contained in the Enabling Source). Column C is the Enabling Component Description.

If we deliver the requirement in Column B as described in Column C, it's more than 50% likely that the Dependent Component in Column D will progress toward its end-state in some empirically measurable way. The Dependent Component in Column D is described in Column E, and is contained in the Dependent Source in Column F.

Is there an Excel formula that will infer new rows based on the data in the table? It's important that the formula doesn't create new sources or components, and it doesn't put Enabling Sources or Components with Dependent Sources or Components.
