inserted cells retain formating

I'm attempting to insert the exact copy of a cell reference into another cell which contains text. The problem I'm having is that the cell is displayed, but not in the same format. For example b2 is formated as a % and is displayed as 5%. I would like to have b2 displayed in say cell a1 as 5%, ihowever, it is displayed as "bonus equals .05 (this is cell b2)". I was under the impresion that the cell and it's formating is displayed in the exact fashion.
