LIMITED Formatting in unprotected cells in protected wksht

Want to color fill cells that are unprotected in a protected worksheet via "Allow Users to Edit Ranges". So far, can only enter text in the unprotected cells. Color filling cells will not affect other cells in the worksheet and should be an allowable / LIMITED formatting item. ALL or NONE is not a very good option! ie: 1. Unprotect sheet, 2. edit & format cells, 3. re-protect sheet. Why not allow "Limited" formatting in unprotected cells (that will not affect other cells)?

Would it be possible to color in cells and enter text if the worksheet was converted to a FORM?
