Linking Excel Online to an Excel Workbook in real time

I don't know if this is going to make much sense to the experts as I have only taken an intro course and fiddled around a little in the last few months with excel getting more acquainted, however now that I have some basics and some ornamental excel stuff down I am getting a little more adventurous. Here is my predicament, maybe it is in my head or maybe it is do able but is there a way to link only some/pieces of data (not entire documents) from an Excel Online Workbook where everyone across our departments have access to input data, to an offline Excel Workbook, (where the manager monitors pieces) fetches the data in real time? I realize this is so above my expertise at this point but my next course is not until March and google is not helpful.
