List cells based on value using FILTER function

Hi,

A column looking like this
X_001
X_002
X_003
Y_001
Y_002
Y_003
Z_001
Z_002
Z_003

In B column i want to list all rows where number is less than or equal what i input in C1
If C1 = 2
I want the B column to look like
X_001
X_002
Y_001
Y_002
Z_001
Z_002

If C1 = 1
I want the B column to say
X_001
Y_001
Z_001

=FILTER(A1:A9,VALUE(RIGHT(A1:A9,3))<=C1)
