Moving form button anywhere on chart?

Hello,

So I have chart that is displayed in it's own tab, and a row of form buttons were placed along the x-axis (by another user). When I move one or more of the form buttons, I find that there is an invisible "wall" approximately 3/4 of the way across the chart. For example, I can drag a button from the right ~1/4 of the chart to the side of the chart, but I can't move that same button back it's original location on the right side of the chart; if I try, moving from left to right, the button hits the "wall" at about 3/4 of the way and will not move past that point. Does anyone know what the problem is? I would like to be able to be able to move any given form button to any to and from any point on this chart as I work on the layout, but this invisible barrier is driving me nuts.
